Tours to Montenegro: what to know
Premium tours to Montenegro are a holiday on the Adriatic with hotels right by the water, private terraces and short transfers between cities. The best time to travel from Almaty is June and the first half of September: the sea is warm, the heat is mild, and the resorts are free of summer bustle. The flight takes about ten hours with one transfer. The budget should be planned in euros, and the hotel should be booked in advance.
Where to go for impressions: choosing a destination
Montenegro offers a rare combination: sea, mountains and old towns within a short trip. Premium tours here are chosen for privacy, a calm rhythm and the view from the window.
What makes a holiday on the coast special
The Adriatic coast here is arranged so that in half an hour you can completely change the setting. In the morning you drink coffee on a terrace above the bay, during the day you go up into the mountains, in the evening you dine within the walls of a Venetian fortress. Premium tours to Montenegro are valued precisely for this density of impressions without long transfers. The coastline is short but rich: from Tivat to Bar it is less than an hour's drive. Montenegrin cuisine, architecture and landscape change from town to town more noticeably than you expect. Five stars hotels stand right by the water, and this is not marketing but real development. Here there is no need to choose between the sea and sightseeing.
Comparison of resorts for the discerning traveller
| Resort | Character of the holiday | Who it suits |
|---|---|---|
| Budva | Noisy, many restaurants and clubs | Lovers of nightlife |
| Becici | Beach and high-class hotels | Families with children |
| Kotor | Old town and bay | Appreciators of architecture |
| Tivat | Marina and airport nearby | Those who go yachting |
| Herceg Novi | Quiet, greenery, long promenade | Couples and those who want peace |
| Petrovac | Compact centre, bay | Calm family holidays |
| Sveti Stefan | A scenic legend, boutique hotels | Those who come for the ambience |
| Bar | Port city, long beaches | Those looking for space |
| Ulcinj | South, sandy stretches, mild climate | Lovers of beach variety |
When is the best time to plan a trip?
The season on the Montenegrin coast lasts from May to October, but the experience varies greatly from month to month. You should plan based on what you want to get: heat and activity or silence and moderate weather.
High season and the velvet period
The peak falls in July and August, when the water warms up to 25–26 °C. In Budva, Becici and Petrovac these weeks are crowded, beach parking is full, and a table at a popular restaurant is better booked in advance. The velvet season begins in September: the sea stays around 22–24 °C, the heat subsides, and the resorts empty out. For premium tours, September is often more advantageous than July, because the hotels operate at full capacity but without the summer bustle. In June the water is cooler, but the air is mild and sightseeing is easier. October is still swimmable in the south, in Ulcinj, but further north it is already windy. If the goal is a calm holiday by the water, choose the first half of September.
Shoulder season: silence and lower prices
From November to March the coast goes quiet, and some hotels close until spring. Herceg Novi and Bar live year-round, cafes and shops operate there, but beach holidays are impossible. On the other hand, accommodation prices fall several times over, and the old towns of Kotor and Budva belong almost only to you. In winter there is snow in the mountains nearby, and the views of the bay look completely different. This period is suitable for short trips without swimming: walks, gastronomy, photography. Premium tours in the shoulder season are taken for solitude and silence. Keep in mind that some hotel restaurants are also closed, and dinner will have to be found in town.
Preparing for the trip
Packing for Montenegro is easier than it seems: the country is compact, and the resort infrastructure is familiar to tourists. The main thing is to decide in advance about money, communications and what you will need on the beach.
Documents, insurance and finances
A medical policy is not checked at the border here, but when flying via Istanbul or Dubai it is often arranged because of the transfers. Travel insurance with coverage from 30,000 euros is reasonable: medicine in Montenegro is paid, a clinic visit costs from 50 euros. The currency is the euro; tenge and rubles are almost never exchanged locally, so it is better to bring cash in euros. Visa and Mastercard cards from Kazakh banks are accepted in hotels, restaurants and supermarkets, but not everywhere. Small shops and taxi drivers often work only for cash. The resort tax is paid separately from accommodation, usually 1–2 euros per person per day, and it is often included in the bill at check-out. Keep this amount ready.
Packing and useful little things for the road
Beaches in Montenegro are mainly pebbly and concrete platforms, so water shoes will come in handy even at premium resorts. Take high-factor cream: the sun on the Adriatic is scorching from May to September. In restaurants at five stars hotels, smart casual often applies, and in the evening dinner without a reservation may not find a table. Tips here are left at 5–10% of the bill; in a taxi the amount is simply rounded up. The time difference with Almaty is 4 hours in winter and 3 hours in summer: Montenegro changes its clocks (UTC+1 in winter, UTC+2 in summer), while Kazakhstan stays on UTC+5 all year round. An adapter for sockets is not needed, standard European plugs are used here.

How to get around and where to stay?
Logistics on the coast are solved simply if you understand the distances. Between resorts there are tens of kilometres, but the roads are narrow in places, and this affects the choice of transport.
Transfers, car rental and taxis
Pre-booked transfer from Tivat airport removes almost all the questions of the first day. Taxi in resort towns is expensive and often without a meter, so it is cheaper to use apps or arrange a car in advance. Car rental gives freedom: Kazakhstan driving licenses of the international format are accepted here, you need a deposit on the card and insurance. Keep in mind that the mountain roads to the Bay of Kotor are narrow and with serpentines, and in summer there is heavy traffic on them. For trips between Budva, Becici and Petrovac, a car is almost unnecessary, everything is close. For Ulcinj and the distant beaches of Bar, a car is noticeably more convenient. Count parking: in Sveti Stefan and the center of Kotor it is paid and limited.
Premium hotels and apartments
Premium tours Montenegro builds around hotels right by the water. In Becici there are large complexes with pools and spa, in Tivat residences near the marina are popular. Sveti Stefan offers rooms with views in historical walls, and Herceg Novi offers quiet villas in greenery. Premium apartments are taken by those traveling with a large company or with children: their own kitchen and terrace are often more important than a restaurant. It is worth booking in advance, especially for July and September. Check whether the resort fee is included in the bill and whether there is a transfer from the hotel.
What to try and see?
Montenegro surprises with the fact that gastronomy and nature here compete for your time. One day easily goes to food and markets, another — to mountains and fortresses.
Gastronomic discoveries of the coast
Besides seafood cuisine, it is worth trying prosciutto from Njegusi, cheese from the Bay of Kotor and olive oil from Bar. Local wines Vranac and Krstac are served in almost every restaurant, and they go well with fish and grilled meat. In restaurants on the promenades of Budva and Sveti Stefan, prices are higher than two or three blocks inland, the difference can be one and a half to two times. Step away from the sea a couple of streets, and you will find the same menu cheaper. Dinner in Kotor is logical to combine with a walk through the old town, and in Bar — with a trip to the market for olives. Book a table in advance in season, especially on weekends.
Natural and architectural sights
The Bay of Kotor, the Bay of Kotor and the fortress walls above the city provide views for which people come here. The climb to the fortress of St. John takes about an hour and is better done in the morning while it is not hot. Lake Skadar is away from the beaches, but a trip there will diversify your holiday. In Ulcinj the old town and the long sandy spit are interesting, and in Bar — the ruins of Stari Bar on the hill. Between Budva and Petrovac there is a boat, and a sea walk replaces part of the road. For architecture choose Kotor and Herceg Novi: there are fewer crowds than in Budva.
Briefly
- The optimal months for swimming are June and the first half of September, when the sea is warm and the heat subsides.
- Look for quiet accommodation options in Herceg Novi, Petrovac and in the south, in Ulcinj.
- Water shoes will be useful almost everywhere: the shore is pebbly or concrete platforms.
- Keep cash in euros on hand, cards are not accepted in all shops and taxis.
- The resort fee is paid separately from accommodation, most often at check-out from the hotel.
