Tours to Montenegro: what to know

All inclusive holidays in Montenegro are hotels on the Adriatic coast with accommodation, three meals a day and local drinks. The season lasts from mid-May to the end of September, with the peak in July and August. For a tourist from Almaty, it is more profitable to book a tour two to three months before departure. Most such hotels are in Budva and Becici, fewer in Bar and Ulcinj.

How are all inclusive holidays arranged in hotels in Montenegro?

Montenegro offers tourists from Almaty all inclusive holidays in hotels on the Adriatic coast. The local format has its own features that are worth knowing before booking.

What is included in the basic package and what are its limitations

The basic package in Montenegrin hotels includes accommodation, three meals a day on a buffet basis and local drinks throughout the day. All inclusive here means exactly this — without frills, but with a clear set of services. The menu usually includes seafood, cheeses, prosciutto and local wine. Alcohol in the package is more often limited to local brands; imported drinks are available for an additional fee. Some hotels add an afternoon snack and late dinner, but this depends on the category. All inclusive in Montenegro does not imply round-the-clock service and premium imports. When booking, check whether sun loungers and umbrellas on the beach are included in the package.

How the Montenegrin system differs from the Turkish one

The Montenegrin all inclusive system is more modest than the Turkish one in scale and range of services. Animation in hotels in Budva and Becici is less frequent and less intense than in Turkey. There are not as many à la carte restaurants and full-day kids' clubs here. But the cuisine in hotels in Montenegro is closer to Mediterranean, with an emphasis on fresh fish and local products. The difference is also felt in scale: the buildings are smaller, the grounds are more compact. All inclusive here is more of a convenient basic format than a show for the whole day. Imported alcohol is almost always paid, while free alcohol is limited to local brands.

When to book a tour and in which season to go?

The all inclusive season in Montenegro is short, and prices change quickly. For a tourist from Almaty, it is important to catch the moment when the choice of hotels is still wide and the cost has not soared.

Start and end dates of the season in hotels

The all inclusive season in hotels in Montenegro usually starts in mid-May and lasts until the end of September. In May and early June, not all complexes are open; some open later. The peak is in July and August, when occupancy is at its maximum. In September the sea is still warm, and prices begin to decline. By the end of September, many hotels gradually wind down the full package. If you want a quiet holiday, look at late May or the first half of June. All inclusive during this period is available in large complexes in Budva and Becici.

How prices change and when it is better to make a prepayment

It is better to book a tour with the all inclusive system two to three months before departure. In July and August, prices reach their peak, and there are almost no vacancies left in good hotels. Early booking gives a choice of buildings and rooms with sea views. Two to three weeks before check-in, the cost usually rises, and the assortment narrows. All inclusive in Montenegro is cheaper in June and September than at the height of the season.

What a tourist from Almaty needs to know before departure

Preparation for the trip begins long before departure from Almaty. Some formalities are handled before buying the tour, otherwise the holiday may become more complicated.

Visa, insurance and entry documents

Medical insurance for a trip to Montenegro is arranged before departure, and its availability is checked at the border. The policy must cover the entire period of stay and include medical expenses. A tourist from Almaty should arrange insurance in advance, not at the airport. All inclusive at the hotel does not replace an insurance policy; these are different things. Keep copies of documents separately from the originals. Check the insurance requirements when buying the tour so that the policy definitely fits.

Transfer from the airport: what to clarify before buying the tour

Before buying the tour, check whether the transfer from Tivat or Podgorica airport is included in the package. From Almaty, charters more often arrive in Tivat, less often in Podgorica. If the transfer is not included, budget for a taxi or car rental. The distance from Tivat to Budva takes about half an hour, to Herceg Novi — longer. All inclusive at the hotel does not imply free travel to it. Check with the tour operator the meeting point and transfer time. This will save nerves upon arrival.

Which resorts are suitable for the all inclusive format

Not all resorts in Montenegro offer the format equally. In some places it is abundant, while in others it is almost absent.

Where there are the most hotels with the full package

ResortAll inclusive hotelsFeature
BudvaManyLarge complexes, developed infrastructure
BeciciManyBeachfront, family holidays
PetrovacMediumLarge complexes by the sea
TivatMediumClose to the airport
Herceg NoviMediumNear the border with Croatia

Most hotels with the full package are concentrated in Budva and neighboring Becici. Here, large complexes on the beachfront offer all inclusive with pools and meals. In Petrovac, the format is found in large hotels by the sea. Tivat and Herceg Novi are suitable for those who want to be closer to the airport or the border. All inclusive in these cities is more modest, but there is a choice.

Where there are few offers and why

In Bar and Ulcinj, there are noticeably fewer all inclusive hotels than in Budva. Sveti Stefan is an expensive resort where the format is limited and costs above average. The reason lies in the structure: many small private hotels and apartments without a full package. All inclusive in Montenegro is concentrated where there are large complexes. In Bar and Ulcinj, apartments and guesthouses predominate. If you specifically need a full package, these cities should be considered with caution.

What to consider on site: expenses and organizing leisure time

Even with a paid package, additional expenses arise on site. They should be planned in advance so as not to waste time searching for an ATM.

Resort tax, tips and cash

The resort tax in Montenegro is paid separately and is not included in the all inclusive package price. It is paid at the hotel upon check-in; the amount depends on the accommodation category and the number of nights. The official currency is the euro; cards are accepted at hotels and large stores. At markets and in small cafes, cash is needed. Tips are not mandatory, but in restaurants it is customary to leave about ten percent. All inclusive covers meals, but excursions and souvenirs are at your own expense.

Excursions and car rental at the hotel

Excursions from all inclusive hotels are booked at the reception: Bay of Kotor, Tara Canyon, Lake Skadar. Prices from hotel guides are usually higher than from city agencies. Car rental in Montenegro becomes more expensive in summer, and parking near the beaches of Budva and Becici is paid. It is better to book a car in advance; in season, choice is limited. All inclusive does not include car rental; this is a separate expense item. For short trips along the coast, a taxi is sometimes more economical.
